For Displaced In Baku, A Factory Is Home

March 22, 2010 1 For some 20 Azerbaijani families, this abandoned factory in Baku has provided a home for most of the past two decades. - Photos by RFE/RL Azerbaijani Service correspondent Abbas Atilay 2 The families were displaced from the districts surrounding Nagorno-Karabakh when war erupted there in the early 1990s. - Armenia and Azerbaijan fought for control of Nagorno-Karabakh, a region in Azerbaijan dominated by ethnic Armenians, from 1991 to 1994. Armenian-backed forces remain in control of the territory and the surrounding districts, and the conflict remains unresolved. 3 This factory in Baku, inactive since the Soviet era, provided shelter for Azerbaijanis fleeing the conflict. 4 In keeping with a government decree, internally displaced people (IDPs) cannot be evicted from their accommodation. 5 For the children growing up here, this is the only home they have ever known. 6 Unemployment is a major problem for IDPs, many of whom work part-time in poorly paid construction...

The Occupation of Kalbajar

On April 2, 1993 the Kalbajar district of Azerbaijan was occupied by armed forces of Armenia. Kalbajar, locating beyond the Nagorno-Karabakh region of Azerbaijan, was occupied as a result of offensive operation mainly carried out from the territory of Armenia by use of heavy weaponry, Mi-24 helicopter gunships and advanced fixed wing aircrafts of Armenia. As a result of the occupation, up to 60.000 inhabitants of Kalbajar were subjected to ethnic cleansing and expelled from their native lands, 511 innocent civilians were killed, and 321 persons were taken hostage or went missing. Currently, more than 70.000 Kalbajar residents are temporarily residing in different regions of Azerbaijan as internally displaced persons (IDPs). The earliest wave of Azerbaijani refugees fled Armenia in 1988. Then "ethnic cleansing" started in Nagorno-Karabakh around 1992. People fled bordering regions mostly in 1993, and a cease-fire was signed in May 1994. Currently 20 percent of Azerbaijan's territory is under military occupation by Armenians. Wagon Village: Azerbaijani Refugees Living in Wagons

Refugees lived on wagons for many years after Armenian troops invaded Azerbaijani territories in the 1990s. Their living conditions were harsh: with limited or no access to water, electricity, and essential services for years. In the 1990s, the war between Armenia and Azerbaijan over Karabakh, made almost one million people of Azerbaijan homeless. From this, 620,000 were internally displaced persons (IDPs) from in and around Karabakh region of Azerbaijan. In addition, some 200,000 ethnic Azerbaijani Turk refugees arrived in 1988 and 1989 from Armenia. August 24, 2007 International monitors say there are 690,000 internally displaced persons, or IDPs, living in Azerbaijan. Nearly all are victims of the country's 1988-94 war with Armenia over Nagorno-Karabkah region of Azerbaijan. 1 Azerbaijan - IMISHLI, Azerbaijan; August 24, 2007 (RFE/RL) -- For the past 14 years, abandoned cattle and freight cars sitting on decommissioned railway tracks in the town of Imishli, 250 kilometers southwest of Baku, have served as makeshift homes for hundreds of Azerbaijanis displaced by the Nagorno-Karabakh conflict.
